CDN PCB REGULATIONS 411

The BCEIA and Environment Canada’s Compliance Promotion Unit (Pacific/Yukon) are working together to promote industry awareness of Canada’s new polychlorinated biphenyls regulations –PCB Regulations (SOR/2008-273)– which came into force September 2008.

The PCB Regulations set specific deadlines for ending the use of PCBs in concentrations at or above 50 mg/kg, eliminating all PCBs and equipment containing PCBs currently in storage and limiting the period of time PCBs can be stored before being destroyed. 

The Regulations also establish sound practices for the better management of the remaining PCBs in use (i.e. those with content of less than 50 mg/kg), until their eventual elimination, to prevent contamination of dielectric fluids and dispersion of PCBs in small quantities into other liquids.

PCBRS Online Reporting

Section 42 of the PCB Regulations requires that reports referred to in Sections 33 to 38 be submitted electronically in the format provided by the Department of the Environment.

NOTE: Only one person per company can register for an account on the online reporting system as the primary account holder. This primary account holder must ensure that all facilities subject to the PCB regulations are reported.  A primary account holder may choose to set up sub-accounts for individual facility (site) reporting responsibilities.  Accounts on the online reporting system must be approved and granted by Environment Canada (system administrator) before data entry can occur.  It is recommended that stakeholders receive this training before submitting their reports to Environment Canada.

NOTE:  The pre-recorded audio and visual training sessions were conducted using the developmental website and not the PCB Online Reporting System website.  In the event of any discrepancies between the developmental site and the reporting site, the reporting site will prevail.

  • Please be advised that the PCB Regulations reporting deadline regarding subsections 33(1), 33(2), sections 34, 35 36, 37 and 38 annual reports due March 31, 2009 has been extended to May 15, 2009 for this year only, provided the electronic system is used.  This is to facilitate the launch of the on-line electronic PCB Reporting System and allow sufficient time for stakeholders to submit their 2008 annual reports electronically.
